Why 400 meters as the walking distance?

400 metres is the walking distance transit planners use to define "served by a stop." It is roughly a five-minute walk at a normal pace. Beyond 400 metres, the share of people who will walk to a stop drops sharply. This threshold is standard in the TCRP Transit Capacity and Quality of Service Manual and in most US Metropolitan Planning Organization transit access studies.

Why does the analysis use midday weekday rather than peak hours?

Peak hours (7-9am, 4-6pm) have inflated frequency that is not representative of all-day usability. Late evening and weekend service is generally lower frequency. The 10am-2pm weekday window was chosen as the stringent always-available test: if transit is frequent at midday, it is frequent generally. Most studies of transit-as-substitute-for-a-car use a similar midday or all-day metric rather than peak alone.

What would actually move the number?

Three interventions, in order of cost: (1) Run more buses on existing routes. Service frequency, not network coverage, is the binding constraint in most US transit budgets.
